Harris County Clerk's Office

County Clerk The Texas Constitution Article V, Section 20 states: There shall be elected for each county, by the qualified voters, a County Clerk, who shall hold his office for four years, who shall be Clerk of the County and Commissioners Courts and recorder of the county, whose duties, perquisites and fees of office shall be prescribed by the legislature, and a vacancy in whose office shall be filled by the Commissioners Court, until the next general election; provided, that in counties having a population of less than 8, persons there may be an election of a single Clerk, who shall perform the duties of District and County Clerks.

Few of us go through life without calling on the Clerk's office for birth certificates, marriage licenses, deeds to our homes and other property, as well as death certificates, assumed name certificates for starting a business and a multitude of other personal and business documents. Beyond recording life's major events and transactions in Rockwall County, my office provides clerical support for the Rockwall County Court at Law under presiding Judge Brian Williams, maintaining records for criminal and civil cases as well as cases for probated estates and guardianships.

As County Clerk I'm also the clerk of Commissioners Court and have the duty of recording and creating minutes of all proceedings. Without County Clerks, many of government's underlying responsibilities would go undone. Working diligently to bring innovation and technology to the office, I have implemented electronic recording of property records, electric filing of civil cases, enabled online applications for marriage and assumed name certificates and made foreclosure searches available online. Plats can now be accessed electronically and I have automated the process of recording an annotating Commissioners Court meeting minutes.

Rockwall is also one of the few counties in the state that provides efficient and reliable online access to all of our property records from the late 's to current day. All of which allow our citizens access to our records with more ease and efficiency. A constant challenge is safeguarding and preserving millions of documents.
